Certificate III in Financial Services
(Mercantile Agents) PRS30404
This nationally accredited DEST/AQTF
course and the various individual units are now required to
practice in the specific roles of Debt Collection – Process
Serving – Repossession of Goods tracing of debtors. RPL
(Recognition of Prior Learning) Unit credits are available to
persons who have experience in the Commercial Agent industry or
government agencies involved in the collection of debts, service
of process and repossession of goods.
Note:
The above
Certificate III replaces the previous Certificate III in
Financial Services (Commercial Agency Practice). Persons holding
the superseded course will have access via RPL for most Units of
the new course. The new course is now required in NSW under the
new CAPI Licensing requirements. This qualification should also
be held by all persons involved in the Debt Collection process,
Repossession of Goods and Service of Process, whether one is
working in a large company in this role or operating as an
independent contract provider
Even if there are no licensing requirements for
these activities in your State or under a directive in a
government agency, ALL persons involved in the
abovestated activities are obliged (under OH&S law) to be
suitably trained and qualified to conduct their instructed
duties. Licensing is a statutory imposed standard but in itself
is not a qualification. Licensing Regulations do however
stipulate the above DEST/AQTF qualification as a mandatory
minimum requirement to practice commercially in these work
portfolios. Notwithstanding that government
authorities/employees are not required under the State CAPI Acts
to hold a license to conduct debt collection and related
activities, debt collection personnel are compelled and legally
obliged to meet OH&S law as well as industry education /
qualification standards whether in government or in commercial
practice. Under OH&S law it is a requirement that ongoing
improvement is an inherent process and evidentiary. It is also a
requirement for the employer to apply ‘due diligence’ under OH&S
Regulations --- If there is an industry standard in place, an
Industry Code of Practice or ‘best practice’ guidelines, then
these standards must be met. This includes educational
standards. Government departments and agencies have a higher
onus of responsibility to ensure their staff are adequately
trained and meet the national standard as well as their
externally engaged contractors. These national educational
standards are in fact produced by the Australian Department of
Education Science & Training and supported by the Industry Code
of Practice
(see

the ASIC and ACCC.

To gain the
Certificate III
in Financial Services (Mercantile Agents)

demonstrate competency in all of the units listed below (12 core
units and 2 elective units).

or departmental offices by appropriate arrangement.
How much is your investment?
A
participant may not have any previous experience or
qualifications in this particular area so they would need to
undertake the whole course. The cost would be less for someone
who has completed some of the units previously (and receives
direct credit) or has been working in this field for a number of
years and applies for Recognition of Prior Learning (RPL).
